        15 CAR § 20-101. Purpose.

        (a)(1) In keeping with the policy of the State of Arkansas, the purpose of this part is to encourage and facilitate the conservation, development, and efficient use of surface water.

                (2) Sensitivity to the public interest by the entire state requires the protection of:

                        (A) Existing surface water uses;

                        (B) Needs of all existing federal water projects;

                        (C) Firm yield of all existing reservoirs;

                        (D) Instream needs; and

                        (E) Future water needs.

        (b) In pursuit of these objectives, this part establishes procedures for:

                (1) Surface water diversion registration;

                (2) Authorization of intrabasin and interbasin diversion by nonriparian owners;

                (3) Interstate transfers of water; and
