        15 CAR § 22-101. The Arkansas Water Plan.

        (a) The Arkansas Natural Resources Commission is responsible for preparing and overseeing the Arkansas Water Plan (“the plan”).

        (b) The plan is:

                (1) The state policy for the orderly development and management of the state's water and related land resources; and

                (2) Prepared in the public interest of the entire state.

        (c) All approved water and wastewater development projects shall coordinate the use of water resources within the:

                (1) Region in which the project is located; and
