        15 CAR § 26-101. Policy statement — Interpretation and application of this part.

        (a)(1) It is the duty and policy of the Arkansas Natural Resources Commission to fully and expeditiously implement and administer the objectives, purposes, and intent of the Clean Water Revolving Loan Fund program authorized under the provisions of the Act.

                (2) This part is accordingly adopted to assist in the effectuation and implementation of this duty and policy.

        (b) Due to the very specialized nature and complexity of administration of the fund, the rules, modes of procedure, commission policies, and guidelines herein provided shall, in all instances, be subject to and given a liberal, reasonable, fair, and impartial construction, interpretation, and application to the end that the intent and purposes hereof may be obtained in compliance with the laws of the state and the public purposes sought to be served thereby.
