        2 CAR § 1-303. Selection criteria.

        (a)(1) In order to achieve certain goals and priorities, applications will particularly be reviewed for the following criteria.

                (2) Each will receive a weighted score, the maximum of which is indicated.

                (3) The sum total score of all the criteria will be used to rank competing applications.

        (b) Feedstock processor incentive grant criteria:

                (1) Suitability of the feedstock to be produced for utilization by Arkansas alternative fuels producers, ten (10) points;

                (2) Percentage of Arkansas-grown crops or other biomass material to be used for processing, thirty (30) points;

                (3) Share of capital investment from equity investors, twenty (20) points;

                (4) Share of equity investment from Arkansas investors, twenty (20) points;

                (5) Technical capability of the management team, ten (10) points; and

                (6) New jobs and positions added to the Arkansas rural economy, ten (10) points.
